What Wisconsin requires

- 21 days after the tenancy ends (or after the landlord learns the tenant has left, or a new tenant moves in, depending on how it ended).

- Deliver or mail the balance and the written accounting; a private courier counts as delivery.
- If it is late
- Violating ATCP 134 costs twice the tenant's loss plus costs and attorney's fees under § 100.20(5); withholding without the statement can also be prosecuted.
- Condition record
- A check-in sheet given to the new tenant with seven days to note the unit's condition, plus written notice before the deposit is taken of the right to inspect and to see the prior tenant's damage list.

- Deductions outside the standard list need a separate document titled NONSTANDARD RENTAL PROVISIONS signed at the start of the tenancy.

What goes on the statement
The deposit and the date it was received, each deduction with a specific description and amount, the total withheld, and the refund or balance owed. Wisconsin landlords also record how and when the statement was sent, because the deadline is measured to that date. Damage lines should say what was damaged and how, not just a room name: a tenant, and a judge, can tell a burn mark from carpet wear.
