What Illinois requires
- Deadline
- Itemize within 30 days of the later of move-out and the end of the tenant's right of possession, and return the balance within 45.
- Delivery
- Personal delivery, mail, or email to a verified address the tenant supplied.
- If it is late
- No timely itemization means the full deposit is due. Refusing the statement, or giving it in bad faith, and missing the return costs twice the deposit due plus court costs and attorney's fees.
- Documentation
- Paid receipts attached, or estimates with the receipts to follow within 30 days of the statement; a verified statement if receipts are unavailable through no fault of yours.

- The deadlines and penalty above apply to buildings of 5 or more units (765 ILCS 710/1). Buildings of 25 or more units also owe interest on deposits held more than six months; wilful failure costs an amount equal to the deposit plus costs and fees.

What goes on the statement
The deposit and the date it was received, each deduction with a specific description and amount, the total withheld, and the refund or balance owed. Illinois landlords also record how and when the statement was sent, because the deadline is measured to that date. Damage lines should say what was damaged and how, not just a room name: a tenant, and a judge, can tell a burn mark from carpet wear.
Interest, a separate deposit account, receipts, photographs and a sworn attestation are only required in some states. The generator shows the fields Illinois needs and leaves out the ones it does not.
